What is the correct procedure to center a 1/4 wide dado in edge of 25/32 plywood? Thanx.

I use a 1/8" thick blade and center the wood on it and then make a pass, move the fence just a1/16" or less an pass the wood through again , then put the other side of the wood against the fence and make another pass you should be pretty close to 1/4", repeat the process until you get the exact 1/4" wide groove you want and it is now centered. Hope this is clear

what size pieces of plywood ?
how deep is the dado ?
You could certainly do it on the TS , you could use a 1/4" X 1/2" slot cutter with a hand held router .You can get a bit of tear out in some grains either way .
The router slot is more consistent in accuracy .

I purchased a base plate from Rockler to mount on the base of my Bosch fixed base router. It has two brass pins that thread into each side (several threaded receivers at various widths on the base) of the base. Just drop a 1/4" bit in the router and turn the router so the pins meet each side of the stock. The pins ride the both sides and insure dead center cut down the length as you move it for left to right.
A great idea of a jig by someone, but in my case they came up short as the base-plate won't retro-fit to a Bosch plunger which means that you can't plunge to get a shorter slot as a floating dado would use.
BTW.. clamp another piece of scrap stock to the out-feed side to avoid the tear-out potential as mentioned.

Instead of moving the fence you can flip the part around and the groove will be perfectly centered. You can use a Dado set if you have it or use a normal blade then remove what remains in the middle with another pass.

I'm just a old man with calipers.. I eye-ball center on my router table .. Usually pretty close.. Make a cut and let that digital thingi' tell be which side is to wide!

I think you mean a groove? Two passes at the tablesaw with a standard blade automatically center it. The trick is to find the one fence setting that will give you just the width you want. This is NOT rocket surgery . . .
