Take another look in your panel.

What o you mean? the breaker snaps on the one buss bar in two places. On the other side of the panel, there is another bus bar that has 120V as well..........
-Mike
Nope. Each of the two bus bars runs down both sides of the panel, the two bars alternating between breaker positions. So when you plug a 220V breaker into any position, it connects to both bus bars (or both poles, to be more precise). If a 220 breaker connected to the same pole in both positions, the 220V branch circuit would end up having zero volts between the two conductors (but both would still be 110V above ground). In this case, 220V devices would not work.
Mike,
Lol. Say it ain't so. In light of the unbelievable thread about rewiring the table saw, it's my sneaking suspicion that you're just trying to agitate the proverbial pot o pooh. Am I wrong? ROFLMAO

Tell ya what Mike. Put a conventional 60 watt light bulb in your mouth. Be sure to wet your lips first and to hold your tonge carefully right on the tip of the bulb. You gotta hold your mouth just right or it'll short circuit. Then touch the terminal on a single pole breaker with one hand, and then the neutral buss with the other. The bulb should light normally. Then, for the sake of comparison, with the bulb still in your mouth, touch the two terminals on a 240 breaker - one terminal each with a finger on each hand. But close your eyes first because the bulb will explode. It simply can't take the voltage. Hence, a 240 breaker clearly touches two different buss bars.
As you remove the bulb fragments from your mouth, watch out for your lips. That broken glass is sorta sharp. You wouldn't want to hurt yourself.
Not really Mike - don't do that.
