Yes, I've noticed from time to time and I often can't figure out if it's someone who's just lost in cyberspace or if he's yanking our chain. But this guy's style sounded to me like the kind of rantings typical for a Chinese armed with a spell-checker.

Dusty my friend, there are entire websites devoted to this kind of stuff (like Engrish.com), but here's a bit of an actual text I came across in China while visiting a jade exhibition:
