Is there a water based finish that will act like lacquer, allowing the coats to blend together like lacquer does?
I’m interested in working indoors with a relatively safe finish that can be rubbed out to a nice finish. Unfortunately with water based finishes, like Minwax Polycrylic, I’ve had problems rubbing out the finish and running into layers. (I waited 2 weeks prior to rub out.)

Target used to claim one of their acrylic finishes offered 100% burn-in. Don't know if its chemistry was really any different from other wb acrylics.
Target does offer finishes with burn-in, at least sufficient to avoid witness lines when rubbing out. The basic chemistry still is an acyrlic resin coalescing type finish, but chemicals that encourage linking between coats is included. These are not really lacquer, but the finishes by Target and others that are formulated to be sprayed act more like lacquer than the waterborne finishes meant for brushing which are more viscous and dry more slowly.
I've used the Target products and am very pleased. They are not equal to nitro lacquer but a more than acceptable substitute. The Target lacquer by itself will not give a "wet out" look to the wood. You'll want to use shellac as a sealer. Target makes a waterborne one that gives good results, tho not the exact same as alcohol shellac.
You'll want to make a few samples. And.. I believe that a stainless steel gun is recommended.
