Some of the members posting often reference old issues of the magazine when participating in a discussion. They say, “Oh yeah, try the solution found in issue
# by so and so.”
Is there an easy way to access these past issues in there entirely with an online membership; or is everyone expected to have a library shelf dedicated to a collection of the printed version?

Yes, past articles are available electronically with an online membership. It's not set up, as far as I know, to browse past issues but you can search for individual articles. I guess you could search for a particular issue number to see all of the articles in that issue.
Accessing past FWW issues
I don't believe that all articles from past issues are available on line even with a membership. FWW editors could confirm this.
They are there but hard to access.
It seems like I can get to any of the old articles online as pdfs. The problem is unless you can limit your search they are hard to find. I have yet to find a way to just view say issue 56, in it's entirety.
If I know the name of the articles author, and the topic, I can get it pretty quickly by searching for the author. But if you want to see a shop made dovetail jig from the magazine, a search for "dovetail jig", gives back every review of a dovetail jig ever done, and it's like hunting for a needle in a hay stack.
I guess that indexing the articles by issue number would be a good suggestion on how to improve the site.

I have had trouble finding past articles even if I use the author"s name. Maybe I am not searching correctly.
