I've seen only a couple of instrument makers posting here, but I recall mention of an instrument-maker's site where plans might be available. Unfortunately, I don't have a reference for you.
I assume you a looking for flat top acoustic bass plans. Try luth.org (no www in front), they might have a set of plans to buy for about $30. You might also want to try http://www.lmi.com or http://www.stewmac.com. They specialize in stringed instrument supplies and carry a variety of books, plans, templates and kits for guitar building.
One reason you may be having trouble finding plans for an acoustic bass is that they are very similar in design to an acoustic six string. The biggest differences are the scale length (between 30 and 34 inches for a four string and 35 inches for a five string bass) and the depth of the body (I think they are typically 1.5 to 2 inches deeper than a six string). So if you can’t find a plan, I would just use a Dreadnought plan, increase the scale length and deepen the body (you might need to take in the waist just a little to make it more comfortable to play) and you should have a decent sounding instrument.
