I have some shelves under a window that are oak and have had African Violets sitting on them. Some of the water etc. spilled on the oak shelf and stained it a black color do to the tannens in the oak. How can I get rid of the stains. Will Oxalic acid work or should I try something else like vineger.

My understanding is that if the spots/rings are black (as opposed to white), that means the water actually got into the wood (not just in/under the finish). Bad news.

You can try bleach first. Then oxalic. It will have to be refinished. Vinegar isn't an option that I know about.
With black stains in oak go straight to the Oxalic acid first. It should take them out without bleaching the wood like clorine will. It will leave the area slightly lighter colored than the surrounding area but a little sunlight will darken it back soon. I doubt vinegar would do anything but drive the stain deeper.
