I live in Oregon and my garage shop temperature is at 53F. The literature for Waterlox Original Sealer/Finish states that for best results to apply when temperatures are over 60F. Has anyone applied this finish below 60 degrees F?

Not waterlox but other w/b finishes,
Sure If it is a cup gun , I usually put the finish in the cup and place the cup in a pail (plastic coffee can really) Of hot water. Let it warm up for a while then spray it.
Waterlox is an oil based varnish, and below 60° it will take much, much longer to cure. At 53° it is very marginal whether the curing process will kick off properly, and if it doesn't you could even have difficulties getting it ever to cure even if the temperature subsequently warms up.
The only real answer is to either add heat to bring the shop into the 60s, at least, or to find a warmer location to do the finishing. It does no good to just warm the finish. You must have the piece to be finished and the air all up to temperature since almost the instant you apply the finish it will cool to the temperature of the piece to which it is applied.
