In general I am pleased with my new Grizzly scrollsaw (G09069) except for one thing. The owners manuel claims: “arm lift for easy blade access”. On my model the arm does not lift or else I just haven’t figured out to make that happen. If anyone has figured this out I’d love to hear about it.

You should be able to loosen the bottom of the blade (under the table) and lift the upper arm and the blade, allowing you to guide the blade into a hole for a pierced (internal) cut.
On my Delta I have to loosen the top of the blade, and try to thread it thru the drilled hole from the bottom, semi-blind; would be nice to have an arm lift but I don't do enough scrolling to worry about it. Hope this makes sense.

EDIT: I just realized this morning that my explanation doesn't match up the pic I posted, d'Oh! Anyway, it gives you the idea.
