We have built floating shelves for our kitchen, and after staining the aspen with a min wax oil based stain, I’ve come to the conclusion that we did not sand them well enough. From what I’ve read, continuing with the poly finish at this point is not going to help create a smooth finish. Can I re-sand and then re-stain? What advice would you give me while I consider that?

What grit did you sand to, and with what?
If you've sanded to 220 grit or finer further sanding probably won't help, unless you sanded across the grain with a non-random orbit sander.
Can you post pictures or provide a more detailed explanation on why you aren't happy or think it won't have a smooth finish? Since an oil based stain unlike water based should not raise the grain I'm having a hard time picturing what the problem could be even if you only sanded with 120-150 it shouldn't be that bad
