If the drawer box is made out of plywood, the raised panel's frame can be attached directly to the plywood without any provision for movement as long as the panel is still allowed to move inside of the frame's grooves.
If the drawer box is made out of solid wood, you will need to allow for the front face of the box to move with changes in humidity. To start, attach the raised panel frame solidly to the bottom edge of the box with screws and possibly a thin line of glue applied along the center line of the screws. Making the fixed attachment to the bottom edge of the drawer box will keep the raised panel assembly from shifting as the inner solid wood face of the box expands.
The top edge of the frame will need a connection that will allow the box's front face to move. The simplest way to do this is to drill oversize holes, 3/8" or 1/2" diameter, along the top edge of the box and then use a screw and fender washer to make the attachment. An alternative would be to cut vertical slots in the box and use smaller washers and screws to make the connection. The screws should be drawn up snug, but not so tight that the two pieces can't shift slightly with expansion and contraction.
