I recently purchased a custom console table with barn doors. Upon close examination there are small white specks stuck all over the finish that are raised above the wood. I tried to simply buff out with a soft cloth but they wouldn’t budge. Seems like the builder did not properly clean before applying stain and finish. Is there anyway to effectively remove these without needing to sand it all down and without harming the finish and creating scratches? Thanks.

Call the builder before you mess with it. Any solution will likely involve abrasives or solvents and he knows what he did to / used on the table. It sounds like something he should be addressing, not you. If you are forced to deal with it post photos here and help will be offered I'm sure.
