I have an older Bailey No.3 plane (2 pat dates, no frog adj. screw). The cutting iron will not protrude past the sole even with the adjuster wheel all the way forward.
I thought there might be an issue with the cutting iron so I ordered a new Hock cutting iron but that didn’t change a thing.
The adjustment wheel seems to work but there is over an eighth of an inch of threads still showing with the wheel all the way forward. I can adjust the cutting iron up and down – just not down far enough to cut.
I have double and triple checked to make sure it is assembled correctly and I have other planes that are assembled the same way.
I will appreciate any suggestions!

The cap iron controls the blade adjustments, not the blade itself. Is the cap iron a proper Stanley?
The second thing I would check is the position of the frog on the body. If the frog is too far to the rear, the blade will hit the body, keeping it from projecting below the sole.
Thanks! I just checked the cap iron - it does not say Stanley or Bailey anywhere - so I'll check Ebay and see if there are any for sale - I'll leave a reply here and let everyone know if it works or not.
I have adjusted the frog several times to see if that would make any difference but it didn't.
Sounds like cap iron issue.
Check the yoke, too make sure it isn’t bent.
You never know what some galoot had done to a plane in 50 or 60 years.
In my original post I mentioned that there were over an eighth of an inch of threads still protruding from the wheel. I used some penetrating oil and worked with it for quite a while and finally got it to adjust far enough to get a cut. Just thought I would let everyone know in case someone else has a similar problem.
