I have an old 1982 rockwell 14″ band saw with an open stand and a 1//2 hp moter.
Can I safely install a 1 hp motor and what size of pullys should I use on the moter and lower wheel to get the right speed for general cutting of 3/4 to 2 inch material. I will also be doing some re sawing can I still get the 6′ rizer for this saw?

3/4 to 2 inch material.. 1/2 HP should be more than enough.. Sounds like you may need a 'GOODER' blade.. Or a tune-up on the saw..
Can't go wrong with a LENOX or Timber Wolf blade..
I agree with WiLL George that 1/2 hp will work fine in that range of lumber. But the guts of the machine will certainly take a 1 hp motor. Its the same basic casting as the current machines--perhaps better. You want to stay with the same 1735 rpm motor speed. If you do that you will not need to change the pulleys. Staying with the same frame size motor will make getting everything lined up easier.

Took it out for a test run 3/4 cherry can't slow it down.
re-sawed 3 1/2 " maple that made it grunt a little. but did the job. I've never done that before
my band saw tires are a little cracked. is that ok?

If your tires are cracked, they're shot. Sidle on over to Woodcraft and get a pair of urethane tires. Your blades will track better and the inside teeth will stay sharp longer (less drift).
