I recently purchased an older Jet wood bandsaw, JBS-14 stock number 70852. I don’t have a manual, and don’t know how to handle the following. The machine is sitting level, the lower tire is level, however the bottom of the top tire is in alignment with the lower tire, but the top of the top tire is angled away from the bottom tire by 3/8″ minimum. An article I found in FWW magazine stated the Jet machines lower wheel is adjusted to make the two tires align, however, the bottom tire is level, and the top tire is not only out of level, but out of alignment with the bottom tire. How do can I fix this? thank you. Gregg

On the back of the upper frame, there should be a star knob which control the vertical angle of the upper wheel.
With no blade, back off this adjusting rod so the upper wheel can tilt freely in either direction. Place a straight edge across the lower wheel so it makes contact on both edges and passes as close to the center as possible. If you cannot make 2 point contact with the upper wheel, the two wheels are not coplanar. If you cannot achieve 4 point contact, you will have to shim either the upper or lower wheel to get it close. Don't get to hung up on getting it perfect. Anything less than 1/8" is not likely going to cause any issues.
With very light tension on the blade, go through the same straight edge procedure. The straight edge should make at least one point of contact on the upper wheel. Adjust the tracking knob until you get two points of contact on both wheels.
Increase the tension appropriately and make a cut. If the tracking is off and you cannot cut a straight line - drift, adjust the tracking until it does.
Check alignment and clearance of guides, condition of tires etc. Start with new blades and makes sawdust.
If you have access to back issues of FWW or an online membership, here are a couple of excellent resources.

Sorry.. I could find nothing on the model JBS-14 stock number 70852...
.... however, the bottom tire is level
.... top tire is angled away from the bottom tire by 3/8" minimum
I do not have a Jet but I would 'think' that the top wheel is normally used for blade tracking..
See this link.. Maybe like your saw? See page 18.
