I have noticed many times that when using the bandsaw that the teeth lose their set before they get dull. Is this normal or am I doing something wrong?

You need to provide more information in order to get a useful response.
You could well be doing many things wrong such as running the blade too fast, using the wrong type of blade for the application, using a poor quality blade, feeding too fast , trying to make tight turns, not tracking correctly, wheels too hard/ rubber tryres worn or grooved etc etc.
Which machine are you running and what are you cutting?
