my brother has asked me to build him a wood three ring binder for an photo album. my plan was to get some barbed hinges and a slot cutter for a router, however i can’t track down the cutter. does any one have any other ideas on cutting the slots that thin. thanks

Why not use a (small) piano hinge?

Measure it with a micrometer, mark it with chalk, cut it with an ax.
thanks for the reply i guess i wanted the hidden quality of the barbed hinges. the piano hinges would be stronger and lend some extra rigidity to the book. something to think about.
