Any wall outlet can become a phone charging station. Search google for phone chargers and you will find cables that connect from USB ports to your phone for charging. Also you will find 110V plugs that fit into your wall outlet that have USB sockets. Finally, if you are handy, you can order an upgraded wall outlet with both 110V outlets and USB sockets for charging small devices including phones.
I would pick a wall outlet that is at counter height in a location which I could dedicate to recharging phones. I actually helped install a phone charging station inside a corner cabinet during a kitchen install. The small cabinet was not good for items larger than phones anyway so we wired the wall made cutouts in the cabinets and installed outlets with USB ports inside the cabinet after it was up.
