   Definitely a job for a local upholsterer.
   That looks like custom work to me, rather than something you can get off the peg.
   They will probably want to fit the cover to the finished chair.
   Expect it to be expensive.

   If the custom upholstery cost is an issue, it might even be cheaper to buy some low-cost stools made from cheap imported wood and of poor construction, but with a decent enough leather seat, and re-use those seats on your higher quality frames. The seats probably just screw on from the bottom. I would try inexpensive import stores like Pier One, At Home, etc.

   Get the seats in hand first, then modify your design accordingly. The cheap imported wood can be used as kindling.

   I had a collaboration for many years with a German woman that had an upholstery shop. She moved back to Germany but the guy that worked for her ended up taking over the shop. She and I would design things together. Now he is just my go to guy for upholstery. It's the only way to go. My wife is pretty good at simple seat cushions but when you get into things like leather or difficult fabrics and piping,pleats and buttons and then you also want more than one to look exactly the same as each other you need to go to someone that knows what they're doing. Oh, by the way it isn't cheap! I would think that your client wanting your example must understand that.
