the chisels in my shop are an eclectic mix . it is not difficult to get good quality stuff. tool swap meets, flea markets and yard sales have all been good sources for me. online research is, of course, a great first step. i bought a set of david's blue spruce dove tail chisels. they're very good.

Both makers have their followings. So, I don't think you'd be disappointed with either.
"Best" is a dangerous word to throw around though. ;-)
I own both Lie Nielsen and Blue Spruce. They are both excellent chisels. I would say, find someone who has the chisels you are interested in and try them out. To me, they both cut and sharpen the same. But, they do feel different in my hand. And then you have the personal taste of looks. Also, if you want a complete set, Blue Spruce does not yet offer mortising chisels.
