Yes and no. Jet has a benchtop model w/ 15" swing and 3/4 hp motor and Grizzly one with a 14" swing and 3/4 hp which are comparable to floor models. One area where benchtops and less expensive floor models are lacking is quill travel- something you'll notice quickly when drilling through thick stock such as 4x4's.
I bought the Jet 15 in 3/4 hp benchtop drill press about 6 months ago. I love it. No problems. Very heavy. Would recommend. The cast iron table is nicer than most, but still inadequate for woodworking. I made a table and fence which work much better. Another nice feature is that you can later buy the floor stand to make it a floor model if you later choose.

performance and quality are different attributes...
Ultimately I am sure the answer to your question falls into the 'depends on how you plan to use it' category. I have a Delta 16 1/2" variable speed drill press that I really am pleased with; the variable speed alone makes it a winner, imagine never having to fiddle with belts again. It also has a nice positive stop mechanism, generous quill stroke, and it's heavy. The same features are available in a 12" benchtop model, of course with less quill stroke and less mass.
If I was in the market for a smaller drill press, I'd certainly get the Delta 12" and not think twice about it. It wouldn't do everything that my floor model can do, but it would offer good quality.
