I like the potential ease of use of the painters pyramids but I also have a lot of scap wood. What is the best way to cut painters pyramids to get consistent sized blocks? Seems like the small size makes it more difficult, especially with 4 angle cuts needed.

There are lots of ways to do things depending on the tools you own. Just to make a few of them - I would use the band saw.
I would use a scrap piece of wood no less then 18 in. long. After shaping the point on 4 sides - make a cross cut and start again.

The plastic pyramids are pretty inexpensive, But the very inexpensive "old way" is a 2"X 2" X 3/4" piece of one by with a 4d -6d finish nail driven through the center and slightly round over the nail point. A good use for scraps.
