I need a piece of 2×4 to be 22.5″ on its long side with 10 degree bevels on bot hends to form a trapezoid, not a parallelogram. After I make the first end cut, how do I know where to place my second cut?

Make both cuts with the blade angled "in" . To do this you will have to cut one from port to starboard and the other from starboard to port (or vice versa depending on which way your circular saw tilts.) Basically this means end for ending the 2x4 by rotating, not flipping.
still unclear
Thanks but I'm missing something. I get how to make the bevel oriented properly. I don't get how to get the length correctly. The blade exits the long side of the trapezoid at a different length than it enters (the short side of the trapezoid 2x4 because of the tilt. How do I know where the blade should enter so that the long side comes out the correct length?
I must be missing something obvious but I can't see it.
In each case you will be following the mark you will have made on the long side.
Alternatively, first use a square to mark out your cut line on the long side of the board. Then, set your bevel gauge to the same angle as the saw--10°, and use it to layout cut lines on the opposite side, giving you two choices in how to cut them.
bevel
Thanks again. Got it now.
