I need to apply a black lacquer finish to a birch
plywood cabinet. I have shot clear over sealer only.
DO I tint the lacquer or start with black base?
Advice,books suggestion would be appreciated

just spray it with black lacquer. if you've already hit it with 2 coats, sand with 220 silicon carbide paper and spray with 2 more coats of black lacquer, plus one final clear coat. should do the trick, depending on the sheen you want. use gloss and rub it out (0000 steel wool) to satin if that's what you're after.
*That black lacquer is available off the shelf at any good paint store
