I have a 7 year old Unisaw right tilt that has suddenly won`t allow me to lower the blade lower than 1/4 inch below the table. Any help would be appreciated as I need to make a 0 tolerance plate for a dado blade.

Look for a buildup of sawdust on the stop. The sawdust will usually settle there, absorb the grease and become compacted. See if it will lower when the blade is vertical, too. If you remove the throat plate, you can see if there is a need to clean out the mechanism.
