I am struggling with a boiled linseed oil finish. I oiled these white oak seat slats before screwing them down. I countersunk the holes and tapped in a plug. I sanded the plug with a random orbit sander. As you can see, where I sanded, I am struggling to level out the finish. I think it is all sitting on the surface now and just building up a glossier finish which I don’t want. Before I break something else I thought I would pop in here.
* I thought about a rag with a tiny bit of thinner and a bunch of rubbing to even out the finish.
* I can’t get a finish to level out on the area I sanded, I have tried 3 times to coat that area thinly.
* I thought about coating the entire board, end-to-end. The sanded spots will likely not cover again, then what?
Would welcome some experience here, I always get good guidance. Thanks.

Sand the whole thing up through the grits. Spot sanding -- big no-no as far as finishing goes. Either sand the whole thing, or don't sand at all.
+1. Sand or scrape the whole thing to even it out.
