I have the now bosch palm router. when i start it up, it soft starts, gets fast,and then the rpms seem to drop. does anyone know if this is normal?

I have several power tools with the constant speed circuitry that adds power as load increases to maintain the set rpm during use. The variance in rpm on startup is that circuitry "settling in" as it was described to me by one of the manufacturers.
It's normal, though can take a little getting used to if you never heard it before.
