If you need it 20", I don't know, but Woodcraft carries a 700 mm (27") Putsch bow saw:

Highland Hardware lists 3 frame saws in their catalog. The smallest is 26". However, if you pickup "Selecting and Using Hand Tools," (The New Best of Fine Woodworking) by Taunton, a plan for construction of a 12" bow saw is in the back of the book. I bought this book just for that plan. It is surprisingly simple to construct as there are only about 6 pieces. They list Highland and Garret Wade as sources for 12" blades.BB
buy the 27 and cut the strecher down to 20 inches.
