Go to your library and look up the book Windsor Chairmaking by Michael Dunbar. I believe he has plans and techniques for building a bow back windsor. Also The Book Of American Windsor Furniture by John Kassay has very detailed measured drawings so that it woud be possible to make a form from the information contained in his book.
You will also be able to find copies of these books for sale but expect to pay between $40-$80 for a copy.
I think Kassay's book is probably a better deal since he has basically every windsor style chair made in the United States represented with scale drawings and excellent commentary.
