My planer seems to have broken. It seemed to be the belt– that was at least shredded when I opened it up– but now I think the belt was maybe the symptom, not the original problem. I replaced the belt, turned it on, and… rubber burning smoke and noise. So, I don’t know if I have to just buy a new planer or if there is any kind of Delta service center- or a non-brand specific repair center that might know whether (and if so how) to repair this kind of equipment? We are in Massachusetts. Thanks.

Without the belt, does the cutterhead turns freely ?
Not entirely. It turns but seems to catch a bit.
Two years ago, I had a similar problem with my Delta 22-580 purchased in 2006. I too originally thought it was a problem with the belt. The root cause was actually a broken key in the pully. I was able to get a new belt, key, and pully from ereplacementparts.com for about $40.
Given I was already opening things up, I opted to also upgrade to a Byrd Shelix cutter head from Holbren.com. Price at the time was about $420.

I understand you have a different model, but I expect this guide will give you enough insights to translate the steps to your model machine.
