John – my agazzani bs has flat wheels. the limited instruction manual states to track the blade so that the teeth hang over the wheel’s edge. The owner of the store where I bought the saw said he never heard that and always tracked them in the center of the wheel. Which method do you suggest?

Either way will work, but allowing the teeth to hang off the edge will protect the tire's surface from being chewed up by the points, but I doubt if this is all that important unless the machine will see a lot of use.
Personally, I'd follow the manual's suggestion and only track to the center if you were having problems getting a good cut with the blade overhanging.
