If I don’t have a scroll saw nor the talent to cut this – is there a place to buy these in order to make the feet for this table base?

You could do it with a jig saw. And if you have a router make a template with the jig saw sand fair - then rout the duplicates with a flush bit. It would be a little bit easier if your pattern followed the original exactly. I don't know if your SU drawing is exactly how you intend it to be. You have a hard junction preceding the outermost convex curved element - the original doesn't.
