I don’t know anything about cutting glass other than you score it and break it.
So I buy my glass for my projects from the professionals supplied with Autocad drawings so there are no questions. There must be alot more to it because recently I purchased some small table top glass 1/4″ thick bronze with polished edges. The first place that I went could not get the dimensions correct and the glass was not even square. The second place was so bad that I could see it was not square just by looking at it.
How do I find a good Glass craftsman ?

First, figure out what other types of craftsmen / artisans in your area use cut glass and fish for a referral.
Second, don't put up with bad work. Either get them to fix it or if they can't, walk.
Third, have realistic expectations. You shouldn't expect machinist precision, but more than 1/8" is too much.
Fourth, take the frame with you and ask for glass to fit. If it doesn't fit you must acquit (oh, wait, that's something else). Seriously, if you have a frame and ask for glass to fit, that's a simple go:no-go measure. Much better than, "18 7/8 inches by 32 3/16 inches"
Raw glass is hard to buy in less than wholesale quantities, at least around here where there's an oligopoly of suppliers.

If you are anywhere near Worcester Mass. you can go to Atlantic Glass, they are right on the money and very competitive pricewise.

Any big art framers will have glass and a glass cutter.
Yes but they usually don't have thicker than 1/8" and they won't polish the edges !C.
Rather than use CAD drawings, take a template to them. It's easy to make and they won't (or shouldn't) have any problem making it to that size/shape. There was an article in Home Furniture about what kind of glass, edge style, etc and how to get what you need from them.
