   I suggest looking for a used piece.  For that price you might find as old variable speed lathe weighing a feew hundred pounds.

   $700 isn't going to buy much for a new lathe. I also suggest going used.  Do a google search on turning forums. Every question you have, has already been asked so simply go to the places where the answers are already and then some. http://www.woodcentral.com has turning forum as do many other sites.
