Can I seal MDF with polyurethane (stair skirt touching concrete)
This would just be for an unseen portion that touches the bottom of the stairs.
I dont see why not, and I am really tired of buying products for this project and have a lot of clear poly
I have both water and oil based and assume oil based would be better?

MDF is a sponge. Nothing will seal it to prevent it soaking up water if it is in contact with concrete. Think about gluing a strip of solid wood to the MDF where it will contact the concrete.
I wonder if I would just finish cutting the jointed stringers to size and then go back and cut an 1/8 off the bottom before install if that would work. Theres no floor I would put in on the landing that would be that thin so whether it is tile or carpet it would be higher than the gap I left at the bottom
I wouldn't do it with MDF at all, but if that's all I had to work with I wouldn't use anything less than epoxy or Envirotex, which is a type of clear epoxy. I'd dip the MDF in there at least 6 inches above the floor. More if I had the room.
I agree with chipsawdust: epoxy
