My band saw lugs and moves slowly for about 5 seconds before it kicks in to it’s normal speed. It is not the belt slipping. Could it be that the capacitor is dead or dying. I don’t know much about electronics. Any ideas for a fix?

Starter windings
You should pull the motor and take it to a rewind shop if not under warranty. Could be capacitor, starter windings and a sticky bushing.

mosy common cause is a balky start switch
its a centrifugal switch that engages the start windings, disengaging them when the motor comes up to speed
usually an easy fix, disassemble the motor, clean the contacts, reassemble. easy!!
Motor Problem
The problem depends on the type of motor. Is it a shaded pole or a cap. start motor ? If it has a bump on one side, it is probably cap. start. most shaded pole motors do not have the bump on the side which contains the capacitor. If you determine it is shaded pole, it has some centrifugal operated contacts on one end of the shaft, inside the motor housing. These contacts get pitted and stick.. dissasemble the motor and file them gently and see if it runs better. ...J.D.
When my Craftsman tablesaw of 25 years starting doing the same thing as yours I asked all around and received alot of advice but one was the cheapest ---so I fired up the air compressor and blew out the motor real good and it has worked perfect ever since.
