Does anyone know how to make a jig to produced odd shaped carved wooden spindles for a baby bed I want to make? I don’t have a CNC setup.

If they are all the same you can make a template and then use a bearing guided router to run duplicates. I would suggest using a bottom guided bit in a router table. Trace your template onto the blanks and cut as close as you dare before carpet taping the template to the blanks to finish up. If the parts have curves cut your joinery first. This covers shaping, not carving but should get you close.
