For a thick flat surface CNC would be easiest, the letters could be made the same way and be a perfect fit. For a thin surface a scrollsaw / fretsaw either hand or powered. Thick surface non-CNC I'd probably start with a trim router.
I use a compact plunge router (DWP611) with a 1/8" downcut spiral bit. I seldom go much deeper that 1/8". I clean up any sharp corners with a chisel.
Assuming you hands dont shake , a small router would work.Alternatively , you can get a base for a Dremmel that I have used to inlay stringing.If it is just stringing then a ground cut nail in a shop made holder works great.
