I’m in the process of building the north-bennet tool chest.
I’m looking to use that chest for storing my carving chisels.
So my question is how to build inserts for carving chisels
that will fit drawers that are about 14 inches deep ?

I would like to build holders for my chisels as well. I was thinking about a rack that would maybe have swiveling bases so that the rack could hold 8 or so chisels and stand on the bench when using them. They could fold flat and either hang on a wall or pack away in a box like you are building.

If by inserts you mean dividing the drawer up into sections where each section holds one chisel.. Mike Pekovich's article "Enliven a Case with Mitered Dividers" in current issue of FWW #303 pg 53. is a possible idea.. just not as tall.. just a mitered frame that presses snuggly inside the drawer and either V shaped (as in the article) or square bottom dados to except the dividers. I would shoot the dividers to get a nice press fit (without distorting the drawer). Not sure the frame or the dividers need to glued up. (like in the article).
Once your drawer is built lay out the tools you want to keep in the drawer inside the drawer itself. The dividers will be dictated by the tools. Make temporary dividers of softwood scraps, attach them with double-stick tape and live with it for a while... making changes as you go. Make it final and fancy when you're certain of the layout.
You'll need to measure the handles of your chisels and create dividers to keep them in place. Cut the pieces of wood to size and attach them using rivets or screws.
