what is the normal height for chair rail from its upper edge,..or does it matter.

Chair rails are normally positioned about 1/3 of distance from the floor to ceiling. The general rule of thumb is 32 inches to the center of the border.
Chair rails were meant to prevent damage to the wall if the back of the chair hit the plaster, so the height of the chair rail would be slightly below the typical height of a dining room chair.
