You can try Chair-loc for the easy repair. It will swell the dowels and is suppose to be permanent, I have had some success with it.

Typically you would disassemble the loose areas clean off all the old glue and re glue and clamp or sometimes on a seat you may weight it down to close the joints .
Without any other particulars that's the best I can tell you

Usually when chir joints fail, the socket is loose from all the racking the chair has undergone. The only glue that will create enough gap filling properties to overcome these loose joints is epoxy. Disassemble the joints, clean them as best you can and apply a good quality epoxy(not 5 min.) and clamp it .
ChairLoc will work if the joint is not to loose. Epoxy is the only sure fix. Urethanes (Gorilla glue) have poor gap filling properties and will fail in months if the joint is loose. Sam Mallof glue all his chairs with epoxy.
