I’m want to make some chairs similar to an old chair that I already own. It has a solid wooden seat made of 2 inch stock. What would be the best way to glue boards together for a strong seat? It seems that biscuits wouldn’t be strong enough. Should I use dowels? And if so, how deep in to each piece? Any other suggestions would be appreciated. Thanks.

You don't need biscuits or dowels. If the edges are properly jointed and glued it will be as strong as a single board. I would avoid drilling the holes for the legs through a joint so plan where the joints fall with respect to the legs. Flatsawn boards are best to avoid splitting the seat when you pound the legs in.
Agreed, a well done glue joint is far stronger than the wood itself. No biscuits or dowels are ever required.
