I plan on constructing outdoor folding chairs and have a good supply of red oak. Will that be a good choice for a complex outdoor project if it is properly finished and sealed?

My choice would be white oak over red. Red is ok if it will be in sheltered areas but will not hold up in the long run if totally outside. I might suggest a Fine Woodworking article at the following link.
