I know this is odd but…I am looking for a outdoor finish for a fence that I can apply and will make the wood unable to be painted. I have a neighbor that will paint everything white, and he’ll do everything he can to get some white paint on my side of the wood fence, which I am installing and paying for with out any help from him. Anything I can do so paint won’t stick?

I don't know what product you need, but silicone really puts off any paint I know of.

Have the fence sit entirely on your property, and inform your neighbor that since it isn't on his property, he cannot paint it. Painting it on one side will likely lead to cupping in the fence pickets. Let him know that destroying your property is not something you look kindly upon.
How well you know your neighbor and how well you get along will guide you in how to present this information.
It's not inexpensive but you could use Graphiti Proofer. The neighbors paint will fall right off.

Move it back from your property line a plant poison ivy vines on the outside.
Since you are sure that he will want to paint it white on his side, let him. Offer to let him paint the boards before nailing them up. Masking tape, etc can be employed to keep your side free of his paint. I suspect that he will appreciate your concern and consideration and will take care to paint carefully.
