Strip, sand, varnish.
I installed hand railing in a stairway several weeks back. I stained it to match the stairs and after sanding it I put on 3 coats of shellac. Sanded with 320 in between coats to knock down nibs and make it smooth. If you want more protection varnish would be better.
I was planning to use Poly.
