Frame
I'm guessing they're not all cut from the same board. I doubt further bleaching will even it out. Paint this one and chalk it up to tuition paid for a lesson learned.
Heartwood vs sapwood is my 2 cents. Unlike MJ, I'd avoid paint and use water-based poly on the darker wood & oil-based on the lighter. Or tung oil on the darker & Danish oil on the lighter.
You might consider using dye on the lighter one to try matching the darker. Try it on some samples until you get a match.

Thank you, good for future reference, but I ended up rebuilding the strainer and the frame. I figured there were a high level of tannins in the piece or our finisher's bleach was contaminated? Never have I had a piece of wood go in the opposite direction. Happy Woodworking! :)
