I glued up a red oak panel that cupped.
to get the cup out I laid the panel on two strips of
wood and a cinder block on the center,which worked.
My question what to do to prevent the panel from cupping
again?

Try using cauls. They should keep your boards from cupping. It is also important to edge your boards with a sharp jointer. The more open pores on the surface, the better the glue-up. A dull jointer clogs pores and prevents this.
