I need to cut a 1″x1″x1/2″ rabbet in the endgrain of a 1 3/4″ square leg. I’m worried that I might split the wood. Should using a small miter bit on a router work?

Howdy!
If I correctly envision what you want to do, I'd recommend using a small backsaw to cut the rebate and then use a rebate or shoulder plane to clean it up. With those tools, there is little probability of splitting the wood, and it may well take less time than setting up a router, jigs, fences, stop blocks, etc.

Are you trying to make a 1" square, 1/2" deep hole centered in the end of the leg?

The idea is to cut the 1x1x1/2 rabbet (if that's the right word) on one corner of the leg, leaving an L-shaped area. Needless to say, its in the top of the leg.
A router would work fine.

You are right. Even using a router to cut part of it will still require using that nice chisel to cut out the curved part.
