Hello, not sure if this is a question for here for finehomebuilding but I want to build a door frame approx (22w x 32″h) for access to the water meter/so valve. What kind of joint should I use at the jamb and header/sill. Frame will be 1×4 with door stop installed and 3/4″ ply for the door. Was thinking of butt joints with dowels.

You could use a butt joint, however, the typical wood frame would have rabbetted side jambs that are then nailed or screwed to the header. Same with the sill, if you need a sill.
Once installed, the trim will help hold the whole thing together.
Don't forget, if you use screws, drill pilot holes.
