Philip Lowe wrote an article for us that details the profiles and history of various period moldings. There is a sidebar where he demonstrates the basic steps to creating a swan-neck pedement for a Queen Anne highboy with a router and handtools. It requires a series of router bits and cuts. A profile sketch is included, which should allow you to replicate it.
